  • Laws of the game for Mini-Soccer within

    The South East London & Kent Football (SELKENT) League.

    (see below for a full explanation of the match card procedure)

  • Except where other provisions in these laws are made, the Laws of Association Football apply.

    Each Law is numbered to correspond with the appropriate association Football Laws. The game is for boys and girls in the separate age groups Under 7 to Under 11 with mixed football permissible in each of the five age groups.

    1.         Field of Play.

    Recommended overall pitch sizes shall be: -

    Under 7 and 8        
  • Max length 50 yds/min length 30 yds
  • Max width 30 yds/min width 20 yds
  • Under 9, 10 and 11          
  • Max length 60 yds/min length 50 yds
    Max width 40 yds/min width 30 yds

    Penalty area: -              
  • A penalty area must be marked out.  Length 10 yds  Width 18 yds.


    Goal area: -      
  • A goal area is also recommended. Length 4 yds  Width 12 yds                                    

    Penalty spot: -            
  • A penalty spot must be marked 8yds from the Goal line opposite the centre of the Goal.
                             

    Halfway line: -      
  • The Field of play must be divided in two halves by a halfway line.  A centre-mark should be indicated at the mid-point of the halfway line.  A centre circle of 5 yds radius is also recommended.
     
    Please note that marking of the penalty area by a 10 yard line running from touchline to touchline is no longer acceptable.  A penalty box must be used.
     
    The SELKENT Youth Football League recommend a standard pitch size of length 55 yards and width of 35 yards wherever this is possible.

    Goal size: -

    12 x 6 feet located centrally on each goal line.  They must be fitted with nets and must be properly pinned or weighted to ensure that they are safe and stable.

    2.         The Ball.
      
    The ball shall e no larger than size 4.   For under 7 and 8 age groups size 3 is recommended and preferred.

    3.            Number of players.

    Team size shall be 7 per side at all age groups.  A team that has less than 6 players shall be deemed absent.  A maximum of 5 substitutes may be used at any time.  Players who have been substituted may re-enter the game.  Where possible teams should allocate equal playing time to their full squad of players.  Substitution must take place when the ball is out of play or the game has been stopped by the referee.

    4.            Playing Equipment

    Shin guards must be worn by all players when they are participating in the game.  They must be covered entirely by the player’s socks.

    Goal keepers shall wear colours, which are distinctive from the colours of both sides.

    5.            Referees.

    The League reserves the right to appoint a registered referee at any time and as is deemed necessary.  Fees for the referee appointed by the League will be shared by both teams.  In the absence of a League appointed official, Clubs must mutually agree upon a referee who shall then control the game and have full authority to enforce the Laws.

    Power and duties.

    He/She shall have the same powers and duties as laid down in the laws of the Game.

    Decisions of the Referee.

    The decision of the referee regarding facts connected with play are final and cannot be subject to appeal

    6.            Assistant Referee.

    An assistant referee may be appointed to assist the referee.

    7.            Duration of Play.

    Under 7 and 8              10 minutes each way

    Under 9, 10 and 11  15 minutes each way.

    The half time rule shall not exceed 5 minutes.

    Cup games – 5 minutes each way extra time (see rule 24F(c))

    8.         Start and Re-start of Play.

    A kick-off is taken from the centre of the playing area at the start of each half and after a goal has been scored.  Opponents must be 5 yds away from the ball and in their own half of the field.  The ball must be played forward.

    A dropped ball to re-start the match after play has been temporarily stopped inside the penalty area, shall take place on the penalty line parallel to the goal line at that point nearest to where the ball was located when play was stopped
     
    9.         Ball in and out of Play.

    As per the Laws of the game.
     
    10.            Method of Scoring.

    As per the Laws of the game.
     
    11.       Off-Side

    There is no off-side in Mini-Soccer

    12.       Fouls and Misconduct

    In Mini-Soccer all free kicks are direct.

    A free kick is awarded to the opposing team if a player commits any of the following offences in a manner considered to be reckless or using excess force:

    Kick or attempts to kick an opponent
  • Trips or attempts to trip an opponen
  • Jumps at an opponent
  • Charges at an opponent
  • Strikes or attempts to strike an opponent
  • Pushes an opponent 

A free kick is awarded to the opposing team if a player commits any of the following offences:

  • Tackles an opponent to gain possession of the ball, making contact with the opponent before touching the ball
  • Holds an opponent
  • Spits at an opponent
  • Handles the ball deliberately (except the goalkeeper in his/her own penalty area)
  • Plays in a dangerous manner
  • Impedes the progress of an opponent
  • Prevents the goalkeeper from releasing the ball

A penalty kick is awarded if any of the above offences is committed by a player inside his/her own penalty area.

A free kick is awarded to the opposing team if the goalkeeper:

  • Takes more than 6 seconds to release the ball from his/her hands
  • Touches the ball again with his/her hands after it has been released from possession and has not been played by another player
  • Touches the ball with his/her hands after it has been deliberately kicked to him/her by a team mate
  • Touches the gall with his/her hands after he/she has received the ball direct from a throw in taken by a team mate

For all of these offences the free kick shall be taken from the penalty area line parallel with the goal line at the nearest point to the offence.

13.       Free Kicks.

All free kicks are direct free kicks.  Opponents must be at least five yards from the ball.

14.            Penalty Kicks.

Penalty kicks to be taken from the penalty mark.

15.       Throw In.

As per Laws of the game.

16.       Goal Kicks.

For Under 7 & 8 age groups, goal kicks may be taken as a place kick from anywhere within the penalty area.  For Under 9, 10 and 11 age groups, goal kicks may be taken as a place kick from anywhere within the goal area or 4 yards from the goal line.  Opposing players must be outside the penalty area and at least 5 yards away from the ball.  The ball must be kicked out of the penalty area before it comes into play.

17.       Corner Kicks.

Opposition  players must be at least 5 yards away from the ball.

Note carefully the match card procedure.  It is the same for both seven a side and 11 a side - the only team who do not have to append their signatures are the u7 team.

MATCH CARD PROCEDURE

1. Ensure you are fully conversant with Rules 10K, 11A and 13J.

10K. PLAYING SEASON, CONDITIONS OF PLAY, TIMES OF KICK-OFF, POSTPONEMENTS, SUBSTITUTES.      Only players who have been properly registered in accordance with Rule 8 may take part in matches. With the exception of the Under 7 group, all players whose names appear on the match card must also sign the match card in ink when, and not before, they have changed for play. The away Team Manager will supervise the signing of home team players and the home Team Manager will supervise the signing of away team players. Player registration cards with properly affixed photographs will be provided to the opposing Team Manager so that the players can be properly identified. Prior to the commencement of the match, Teams must exchange match cards with their opponents but only after signing their own match card. After the match, teams must add (to their opponents card which is now in their possession) the final scores, the referees name and marks as required under Rule 13J and their own signature. The opponent’s card must then be posted to the relevant Registration Administrator.

A player whose registration card is not available for inspection by the opposing team shall not be permitted to take part in the match and will be deemed ineligible. Teams found not to have carried out match card procedure shall be liable to a fine of up to £25.00. Any Team Manager who refuses to carry out proper match card procedures in accordance with this rule shall be deemed guilty of gross misconduct and, if proven, shall be liable for suspension from his duties.

11A. REPORTING RESULTS.  The appropriate Registration Administrator must receive, within five days of the date of the match, the result of each match in the prescribed manner on a fully and correctly completed opponents match card. Failure to submit a correctly completed match card within the due time may result in a fine of £10.00 and/or the Club being dealt with as the Management Committee decides. Each Match Card must be signed by responsible members of both Clubs and must include the forename and surname of the opponent’s players, their registration numbers, date of birth and also the Referee markings as required by Rule 13J. With the exception of the Under 7 age group, all players whose names appear on the match card must also sign the match card. Capital letters or printed signatures must not be used and will not be accepted. Errors or omissions on the match card may result in a fine of up to £5.00 per card. It is the responsibility of each Team Manager to ensure that they submit a correctly completed match card and also those own team details on their opponents match card are correct.

13J. REFEREES. Each Club shall award marks to the Referee for each match and the name of the Referee and the marks awarded shall be entered on the match card. Clubs failing to comply with this Rule shall be subject to the provisions of Rule 11A. Where a Club marks a Referee 3 or under a letter of explanation must be sent to the Referees Secretary within 7 days of the match. Failure to do so will result in a fine of £10.00.


a) All players’ names, dates of birth and registration numbers must be completed on the match card. These can be completed by the manager prior to arrival at the ground. Players to be listed in registration number order.
b) When players have changed for the start of the game, each manager must exchange match cards and players’ registration cards, having previously signed their own match card.
c) Managers will then supervise the signing of the opposition players. This must be done in conjunction with checking the registration card against the player to ensure players are properly identified. (see section 2 )
d) A player whose registration card is not available shall not be permitted to take part in the match.
e) Retain the opponents match card. After the game make sure you have completed referee’s name and mark. Complete results and sign this card. Both sides of match card must be completed.
f) Each Manger is responsible for posting the opposition’s match card to the relevant Registration Administrator, who must receive the card within 5 days of the fixture. Non-receipt will result in a £10 fine.
g) Failure to carry out match card procedure will incur a fine of up to £25.

2. Signatures

a) Under 7’s are not required to sign the match card.
b) Satisfy yourself that the signatures of the players of all other age groups are the same as the registration cards.
c) If there is a discrepancy you must report this in writing to the Registration Administrator, but you cannot stop the player from taking the field of play.

Please note we will incur heavy fines of up to £25 per infringement if we get this procedure wrong.   The club will hold team squads liable for all fines next season, as to pay it from the club bank a/c is not fair on the teams who do this procedure correctly.
